What does your ideal Port San Luis Harbor Patrol look like?

I think the Harbor Patrol is doing a great job as is.
I'm glad to have a public safety agency in Avila, but I don't think they need firearms.
If anything, the Harbor Patrol needs more funding and more officers.
They should stick to search and rescue and leave law enforcement to the Sheriff's Office.
